Gong Weibing, member of the Party Committee and deputy director of the Hunan Provincial Emergency Management Department, said in his speech that this event is a specific measure for the province's emergency management system to solidly promote the construction of the rescue system of "all disasters and major emergencies". In recent years, Hunan Province's emergency rescue capabilities have been improved, providing support for disaster rescue work. This event combines the characteristics of Hengyang's regional disasters, integrates technical means such as Beidou navigation and smart wearables, and sets up eight group projects, providing a technical exchange platform for rescue teams at home and abroad.

After the Chinese and foreign participants spoke, the guests jointly launched the event. It is reported that this event has eight major group projects such as "Black Hole Accretion", "Ambition of Qingyun" and "Red Furnace Snow", covering many actual rescue links such as serious injuries and trapped people in real scenarios such as cliffs and waters.
After the opening ceremony, the competitions of the event will be launched one after another. Rescue team members from all over the world will demonstrate rescue skills and exchange rescue experience through competitions.
