1. Course Overview

As the core equipment of the modern water rescue system, the Inflatable Rescue Boat (IRB) has become an indispensable rescue tool for responding to complex water disasters such as rapids, shore and urban waterlogging with its excellent maneuverability, stability and shallow draft characteristics. This course aims to cultivate students into high-quality technical talents with professional IRB driving, rescue and emergency response capabilities through systematic and practical theoretical and practical training, and build a professional rescue force that can "pull, rush, and rescue" in various water disasters. With inflatable rescue boats as the core equipment, in accordance with the training system of laying the foundation in calm waters, practicing actual combat in wave waters, and attacking advanced in rapids waters, we systematically carry out full-subject training such as water theory, equipment operation, hull control, on-site rescue, emergency self-rescue, and coordinated operations. The course covers typical rescue scenarios such as static waters, nearshore waves, river rapids, and floods, unifies technical standards and action norms, comprehensively improves the risk identification, safety control, precise operation and collaborative rescue capabilities of trainees under complex hydrological conditions, ensures the realization of "scientific rescue, safe rescue, and efficient rescue", and meets the needs of joint operations and emergency response of fire rescue, national rescue forces, and social rescue forces in various water disasters and accidents.


2. Training objects

1. Water rescue commanders and fighters, boat operators, and grassroots backbones of the national comprehensive fire rescue team

2. Members of national professional rescue forces such as forest fire protection, water conservancy, transportation, maritime affairs, and Aneng

3. The backbone of social emergency rescue teams, non-governmental public welfare rescue teams, and water rescue volunteers


3. Training objectives

1. Master the basic theory of water rescue, hydrological knowledge, safety guidelines and risk assessment methods.

2. Proficient in inflatable boat assembly, inspection, operation, maintenance and emergency response skills.

3. Have basic rescue capabilities such as basic search and rescue in calm waters, personnel transfer, and transfer of the wounded.

4. Have the ability to navigate against waves in wave waters, rescue near shore, and respond to bad sea conditions.

5. Possess advanced skills such as strong water flow control in rapids waters, capsizing self-rescue, live bait rescue, and coordinated strong attack.

6. Standardize the division of labor, communication passwords, and action processes of boat crews to achieve collaborative and efficient linkage of multiple teams.

7. Strengthen the awareness of the bottom line of safety, and improve the ability of self-protection and on-site emergency avoidance.

 

4. Core training content

(1) Basic general module

1. The safety concept, action principles, and standardized use of personal protective equipment for water rescue

2. Inflatable boat structure, outboard motor principle, equipment inspection, inflatable pressure regulation, landing and transportation fixation

3. Basic knots, division of labor in boat crews, communication gesture passwords, on-site vigilance and coordinated command

4. Basic drowning first aid, hypothermia treatment, wounded immobilization and water transfer

5. Equipment daily maintenance, troubleshooting and training safety control

 

(2) Calm water rescue module

It is suitable for lakes, reservoirs, ponds, still water channels, urban static water accumulation and other environments.

1. Confined water risk identification, navigation rules and basic control theory

2. Straight line sailing, steering, fixed-point docking, pile circling, low-speed precise control

3. Personnel fall into the water to search, approach, rescue, assist in boarding and passive rescue

4. First aid transfer of the wounded on board, search and rescue of two boats, and basic formation navigation

5. Safe passage and emergency avoidance operation in shoal and obstacle areas

 

(3) Wave water rescue module 

It is suitable for coastal waters, estuaries, wind and wave lakes, tidal zones and other environments.

1. Hydrological characteristics and risk identification of waves, tides, swells, and offshore flows

2. Attitude control and boat stabilization technology for top, down, and side waves

3. Safe passage and beach stopping in wave breaking areas, reef areas, and shoal areas

4. Rescue of wind and wave environment personnel, recovery of falling into the water, and emergency adjustment of the hull

5. Nearshore coordinated search and rescue, wind and wave capsizing prevention, and basic self-rescue disposal

 

(4) Rescue module for whitewater waters

It is suitable for high-risk environments such as river rapids, flash floods, flood season floods, and strong water waterlogging.

1. Identification of high-risk factors such as excitation dynamics, eddy currents, filter barriers, and foot hooks

2. Whitewater navigation tactics, V-shaped marching, hover control, obstacle avoidance and reception skills

3. Inflatable boat overturns and quickly rightes, personnel recovery, emergency restart deployment

4. Live bait rescue, rapid crossing, shore boat coordination, rope system cooperative rescue

5. Transfer of trapped people in flood environments, strong attacks in multi-boat formations, and rescue in high-risk environments

6. Basic operation of torrent rescue at night, low visibility, and complex obstacles

 

5. Training methods

Adopt the mode of theoretical teaching + equipment practice + scenario training + comprehensive drill + assessment and review, highlight actual combat, standardization and safety training, hierarchical teaching, and step by step to ensure that the trainees learn, practice, know how to use and fight.
